ACKNOWLEDGEMENTS

This document was initially developed in 1991 by the Alaska Department of Education & Early Development staff in collaboration with the Western Regional Resource Center (WRRC).

In 2001 and 2002, the Department of Education & Early Development collaborated with multiple state agencies and providers that include the revisions in the 2002 handbook. The Department convened a Paperwork Reduction Committee that contributed their time and expertise in revising the Alaska special education forms.

The 2004 revisions added two new parts developed by the Special Education Advisory Panel (SEAP), and the Governor's Council on Disabilities and Special Education (GCDSE).  Part XI - Parent Information and Appendix K provide access to the Alaska Parent Guide.  The new parts contain information available to individuals who experience a disability and their parents. Additional substantive changes were added in compliance with OSEP guidance and direction.

In 2005, the Department incorporated all statutory changes reflective of IDEA 2004. In addition, a new appendix was added to include State and District-wide Assessment information (Refer to Appendix L).

The 2007 revisions contain statutory changes reflective of IDEA 2004 not previously included in this document.  In addition, a new part and appendix have been added to include and incorporate information related to the State Performance Plan (SPP) and the Annual Performance Report (APR). (Refer to Part XII and Appendix M for more information on these new sections.
